Memorandum from Secretary of Defense Ash Carter on the release of the report on the October 2015 attack which destroyed a Doctors Without Borders Trauma Center in Kunduz, Afghanistan.  The report concluded that the act was not a war crime, but that 16 individuals involved have been disciplined. The Carter Memo seeks to improve the Joint Force and prevent such incidents in the future.  No link to the report was attached to the memo.  From the Defense Department.

College Enrollment and Work Activity of 2015 High School Graduates
