Near unanimous decision of the Supreme Court that sends a Virginia redistricting case back to the lower court to reconsider whether the legislative district lines were drawn to harm African American voters.  The court ruled that the three judge panel of the lower court had not applied the right standards in deciding the lines were constitutional.  From the Cornell University Law School Legal Information Institute
