Presents results of a lengthy study on the most cost-effective ways to house and serve homeless families.  Tracks 2,200 families and concludes that a long-term subsidy, usually a Housing Choice voucher, led to the best outcomes for reducing homelessness.  From the Department of Housing and Urban Development
