After decades of nutrient-runoff reduction efforts via regulation, education, and technical assistance, manure remains a significant contributor to Chesapeake Bay problems.  This report discusses the idea of involving livestock operators in nutrient trading schemes.  Most past such trading efforts have focused on crop producers.  From the Economic Research Service of the U.S. Department of Agriculture
