Text of final rule that assists states in creating payroll-deduction IRA plans for workers in the private sector who don’t have access to an employer-provided savings arrangement. The rule provides guidance by providing a safe harbor from preemption of state laws by ERISA (Employee Retirement Income Security Act).  The rule becomes effective in 60 days after publication in the Federal Register.  From the Employee Benefits Security Administration of the Department of Labor
