6-2 decision of the Supreme Court on a separation of powers issue that clears the way for American nationals to receive money damages in U.S. courts from state sponsors of terrorism.  Relatives of victims of the 1983 bombing of a Marine Corps barracks in Beirut, blamed on Iran, sought access to frozen Iranian assets in U.S. banks.  At issue was whether Congress had usurped the judicial role by passing legislation relating to a pending case.
