Russia is the largest economy not in the World Trade Organization but was invited to join in December 2011. Congress must decide whether to grant normal trade relations status for Russia. All WTO members are required to grant NTR status to other WTO members. Major concerns relate to agricultural products, intellectual property rights, and export duties.
