5-4 Supreme Court decision that the guarantee of effective legal representation applies to plea bargain agreements. The vast majority of criminal cases end in plea bargains, and some suggest that the decision expands the scope of constitutional guarantees to include plea bargain agreements. The case involved a defendant convicted of driving on a revoked license who was never told by his attorney of a prosecution plea bargain offer. Combined with Lafler v. Cooper case.
