46% of Virginia households receive benefits from at least one social safety net program.  This paper, the second of a two part series on poverty,  examines these programs and their impact in Virginia by considering the origin and development of the programs, their goals, the programs currently provided to Virginia residents, the benefits received from the programs, and whether the program benefits prevent individuals and families from falling into poverty or merely lessen the impact.  From the Weldon Cooper Center for Public Service at the University of Virginia
