Reports that 1% of the population accounted for 18.7% of total health care expenditures and that the top 5% of spenders accounted for 44% of health care spending. Also reports that individuals between the ages of 45 and 64 and the elderly were disproportionately represented among the population with the highest level of medical expenses.
