Final version of regulations designed to cut toxic emissions from passenger cars by 80% from 1999 levels by 2030. Chief on the list of targeted pollutants is benzene, which, under the new rules, will drop to 0.62% of refined gasoline from 1.0%. Also allows oil refineries to trade pollution credits but places cap of 1.3% benzene for any refinery product. From the Environmental Protection Agency.
