2-1 decision of a three judge panel of the U.S. Court of Appeals for the D.C. Circuit which denied a petition by the American Council on Education to overturn an FCC ruling that internet service providers, including colleges and universities, must ensure that law enforcement officers be able to intercept communications transmitted over the providers networks. The court ruled that the FCC had the authority to require the ISPs to redesign their networks to meet the surveillance needs of the government. From Findlaw.
