2-1 decision of a three judge panel of the U.S. Court of Appeals for the D.C. Circuit which denied a petition by the American Council on Education to overturn an FCC ruling that internet service providers, including colleges and universities, must ensure that law enforcement officers be able to intercept communications transmitted over the providers networks.
