Also reviews major developments in bilateral and multilateral counterterrorism cooperation. 2005 issue also includes information about terrorist sanctuaries and terrorist attempts to acquire weapons of mass destruction. Statistical annex from the National Counterterrorism Center reports four fold increase in terrorist incidents to 11,111 in 2005 with more than 14,000 noncombatants killed.
