Describes the experiences of the nine states that did not seek waivers to delay the 2004 deadline for establishing statewide computerized voter registration lists. Two of the states created computerized registration lists for the first time, while the other seven modified or replaced existing systems. Among lessons learned was the importance of collaborating with local officials in building accurate state lists. From the Government Accountability Office.
