Describes the experiences of the nine states that did not seek waivers to delay the 2004 deadline for establishing statewide computerized voter registration lists. Two of the states created computerized registration lists for the first time, while the other seven modified or replaced existing systems. Reports to Congress on the initial results of the National Institutes of Health program to open the results of NIH-sponsored health research to public access. Fewer than 4% of an estimated 43,000 new medical research articles were deposited in the Pub Med Central database since May 2005.
